Short Summary:
A couple in a small-town are breaking up after the girlfriend decides to move away.

Detailed Summary:

Verse 1A:

“On the corner of Main Street / Just trying to keep it in line”
The Boyfriend is contemplating the crossroads that Their relationship is in while trying to make sense of Their situation.
“You say you want to move on and / You say I’m falling behind”
The Girlfriend has expressed her desire to end the relationship and move away, possibly due to his reluctance/inability to join her.
“Can you read my mind?” (x2)
Eponymous recurring lyric: He is asking Her if She can relate to how He feels.

Verse 2A:

“I never really gave up on / Breaking out of this two-star town”
Like Her, He also wishes to one day move away, causing Him to express his understanding via the lyrics of the Chorus.
“I got the green light / I got a little fight / I’m going to turn this thing around”
He believes there is still a chance He can rekindle His romance with Her (possibly create a long-distance relationship?)

Chorus 1:

“Oh well, I don’t mind if you don’t mind / Cause I don’t shine if you don’t shine”
This is what He said to Her at one point in regards to Her moving: that He wants Her to be happy and do what She feels She needs to do.
“Before you go, can you read my mind?”
Once again asking if She can relate to Him.

Verse 3A:

“It’s funny how you just break down / Waiting on some sign”
Ambiguous lyric: unclear if He is referring to Himself or Her.
“I pull up to the front of your driveway / With magic soaking my spine”
He goes to Her house to rekindle their romance. “Magic soaking my spine” further reinforces his desire to “turn this thing around” as mentioned in Verse 2A.

“The teenage queen, the loaded gun”
Again refers to Her; young, beautiful, and ambitious, ready to move away.

Same message of reassurance He gave to Her in Chorus 1.
“Before you jump / Tell me what you find / When you read my mind”
Before She “jumps the trampoline” over the “city wall” (before she moves away), He wants to know if She relates to His desires to still be together.

Verse 1C:

“Slipping in my faith until I fall”
He possibly acknowledges that His last-attempt effort is futile and will only bring Him more pain if She rejects Him.
“You never returned that call”
Could mean that She literally isn’t returning His calls, prompting Him to visit Her (“I pull up to front of your driveway” from Verse 3A) or that She doesn’t reciprocate His desires to be together.
“Woman open the door, don’t let it sting”
In front of Her driveway, He’s asking Her to come outside and not be nervous.
“I want to breathe that fire again”
He asks Her to remain/stay with Him.

Chorus 3:

“She said ‘I don’t mind, if you don’t mind / Cause I don’t shine if you don’t shine”
She is now using His own words against Him, reminding Him that He said He was okay with Her pursuing Her dreams and moving. This is also implied by how this Chorus is sung in two voices overlapping each other.
“Put your back on me” (x3)
She is telling Him that She will always have his back, but he needs to put his “back on [Her]” (face away) and move on.

Outro:

“The stars are blazing like rebel diamonds cut out of the sun / Can you read my mind?”
He accepts that They were once united in “the sun” and now She is a rebel “star” that is leaving him.
