My interpretation is about someone who is losing hope in the world, and being all alone without anyone else to be there for them, when in reality there are people there if you look for them.

"Did you lose what won't return? Did you love but never learn? The fire's out but still it burns, and no one cares, there's no one there."

They're calling out to all the people who lost something or someone dear to them, if they're heart what broken, and yet they still loved. They're love for that is still there, even if it should have gone out by now. Then it goes on to say that no one is there, and even if someone were there, they wouldn't care or understand them.

"Did you find it hard to breathe? Did you cry so much that you could barely see? In the darkness all one, and no one cares, there's no one there."

Now they're addressing the people who are all alone, wading in their own darkness, where they can't see anything good in their lives and they feel like they are suffocating. It once again says, that for them, it feels like no one is there, and that even is someone was there, no one would care, and that no one will understand what they are going through.

"Well did you see the flares in the sky? Were you blinded by the light? Did you feel the smoke in your eyes? Did you? Did you? Did you see the sparks fill with hope? You are not alone, cause someone's out there, sending out flares."

Now it is asking those people if they see the truth, that there are people out there for you somewhere, and that they are the light that will lead you out of the dark. That your eyes have been clouded. They ask if you really see it, and emphasize that. Then they ask if you finally see the hope, and that you aren't alone. There is someone out there, going through something similar.

"Did you break but never mend? Did it hurt so much you thought it was the end? Lose your heart but don't know when, and no one cares, cause no one's there."

Now it's addressing the people who are in pain, for this interpretation I'll say from a mental illness, maybe depression or anxiety? Or an eating disorder even. How they just want the pain to stop, and how they've been trying to fight it, but they don't think they're going to be able to for much longer, so it'll probably be over soon. No one is there for them in their eyes, and even if someone was, why would they care? That no one is going through the same thing they are.

Then the chorus comes, telling them there are people there. People who want to bring light back into their world, or show that there are other people out there going through the same thing.

It goes back to "Did you lose what won't return? Did you love but never learn?" This time without the "And no one cares, cause no one's there." to show that these people are no starting to see it hopefully, and to add emphasis that there is actually someone out there. There's someone out there going through the same thing, or similar thing, and maybe you could both help each other out.

The song repeats the chorus twice, and at the end of the song they add

"Someone's out there, sending out flares."

To add emphasis to how someone else is out there, asking for help, and going through similar things.

Flares are usually used as distress signal, or to signal things to other people. In this, i could show that someone is asking for help, or signalling that they are there for the other, even if they aren't there physically, or at the moment.
