I don't really think it's about sex or her getting horny from another person. I think it's in reference to her consuming alcohol and it causing her to let her guard down and loosen up. I know theres alot of sexual innuendo in the music video but following the lyrics and lyrics alone.... shes in a club.. VIP.. and the alcohol has her dancing like a hoe, and getting up on a dude, and spazzing out at paparazzi, etc. Sooooo.... when she says "how come everytime you come around..." I think shes talking directly to alcohol.
