The whole song is about sex. And the girl trying to avoid it. And how it's driving the guy mad with her constantly making up excuses to why they can't do it, like "You say, it's getting late." When it's late, stuff goes down.
"You don't tell the truth, no you like playing games." He's basically calling her a tease here.

"Lips getting so attached, they're so attached." Both of these lines are about foreplay.

"You say you're a good girl, but I know you would girl." I mean c'mon, this is so obvious. The girl makes up another excuse saying she's a good girl but in all reality he knows that she would do it with him.

"Now you wanna make some rules. Now cool- then we'll watch them break tonight." The girl has already drawn a line and told him we're not going past foreplay or kissing or whatever, she made "rules" and he's saying that they're going break them tonight.
